Kosovo Government has approved the Concept Document for Local Government Finance, where it is foreseen the creation of a Specific Grant for Social Services.
Coalition of NGOs for Child Protection in Kosovo – KOMF has sent recommendations in the framework of public consultations for the concept document on the Law on Local Government Finance. KOMF has proposed the creation of a Specific Grant for Social Services in order to ensure a sustainable and fair financing of social services. To ensure a sustainable and fair financing of social services in Kosovo, KOMF has recommended a specific Grant for Social Services of a closed type, which is the most appropriate alternative because it provides a safe minimum of social service delivery. However, according to the approved concept document, the Specific Grant for Social Services is foreseen to be an open type and will include the financing of social, residential and daily services, based on minimum standards for social services set by the Ministry of Labour and Social Welfare.
The approval of the concept document for Local Government Finance is a very important step towards solving the problem of providing sustainable financing of social services.
In the last four years, KOMF has advocated toward decision-makers to create a Specific Grant for Social Services as a solution to the problem of financing of social services. KOMF has addressed the recommendations for solving the problem of financing of social services through the creation of a Specific Grant for Social Services toward the Prime Minister, Ministry of Finance, Ministry of Labour and Social Welfare, Parliamentary Committees, etc. This has also been addressed through the publication of Budget Analysis on Financing of Social Services (2014 – 2018) as well as researches such as: Child Protection Index (2016 & 2018).
KOMF remains committed to further contribute to the process of drafting the Law on Local Government Finance, in order to ensure the sustainable provision of social services for child protection.
