Coalition of NGOs for Child Protection in Kosovo – KOMF in partnership with the Ministry of Labour and Social Welfare held its first roundtable to bring the key stakeholders attitudes on revision of social protection legislation and co-operation with the non-governmental sector.
This roundtable enabled the discussions among key actors in the field, giving voice to the views of public institutions, civil society and interest groups, deepening recommendations on further drafting of the Law on Social and Family Services, the Specific Grant for Social Services, Reform in the Social Assistance Scheme and Municipal Social Services Plans.
Panel was composed by: Mr. Mentor Morina – Acting Director of the Social and Family Policies Department – MLSW, Mr. Gani Lluga – representative of the Coalition of NGOs for Child Protection and Mr. Abaz Xhigolli – representative from the Association of Centers for Social Work in Kosovo.
Mr. Morina emphasized that this meeting is very important not only to be informed about the reforms as a whole but also to start a discussion with the stakeholders in order to discuss all the challenges so far of the Centers for Social Work to address them precisely through reforms.
The representative of the Coalition of NGOs for Child Protection – KOMF, Mr. Gani Lluga presented the KOMF position on Concept Document for the Law on Social and Family Services and underlined the fact that this reform is indispensable in order to improve the problems identified in the current Law and to make it applicable.
Meanwhile, the representative from the Association of Centers for Social Work, Mr. Abaz Xhigolli, presented the position of the Association of Centers for Social Work in relation to the drafting of this Law so that Centers for Social Work can provide quality services within their mandate.
After the introductory speech, an open discussion was held between representatives from the Ministry of Labour and Social Welfare, Centers for Social Work, member organizations of KOMF and UNICEF. Among others, the participants discussed the need for workshops with the Centers for Social Work during the Drafting process of Law in order to consult and consolidate their recommendations on the importance of licensing standards in the provision of quality services and the importance of regulating the Law structure, composition and organization of the Centers for Social Work.
This roundtable precedes with thematic roundtables that KOMF in partnership with MLSW will organize for recommendations to be included in this Law.
This meeting was organised in the framework of the project “Joint Action for Decentralization”, a project funded by the European Union and managed by the EU Office in Kosovo, implemented by the Coalition of NGOs for Child Protection in Kosovo – KOMF in partnership with SOS Fshatrat e Fëmijëve në Kosovë, Organizatën për Fëmijët pa Kujdes Prindëror – OFAP and KMOP.
