Coalition of NGOs for Child Protection – KOMF after reacting to the occasion of sexual abuse of student, has drafted recommendations to institutions for preventing this phenomenon and punishing the occasion which were presented at an extraordinary press conference. KOMF required accountability from the relevant institutions and called for immediate measures against them who based on their legal and ethical obligations should provided child protection.

KOMF required from municipal institutions in the municipality of Drenas to immediately undertake all the necessary measures and services to ensure the protection, rehabilitation and reintegration of the victim. Services should also provide to the family to ensure that the family is a supportive, receptive and non-discriminatory environment, which also serves the victim’s rehabilitation and reintegration.

KOMF called on law and order authorities, Kosovo Police, Prosecutor and the Court to take all measures to bring accountability and to punish the suspects for the respective offenses (sexual abuse of children, official duty abuse and others).

KOMF required and called on Media and all citizens to protect the victim’s personality and avoid stigmatization by not publishing and distributing images, pictures or data about the child and family.

KOMF provided recommendations to institutions for preventing this phenomenon and punishing the actual occasion:

Schools:

  • Child Education on Forms of Abuse, Risks, Consequences, Reporting and mandated Institutions
  • on child protection;
  • Presentation with respective offices where abuse can be reported, giving all contacts for access to these referral systems and safeguarding confidentiality;
  • Establishment of professional services within schools (psychologists, pedagogues, social workers) where among others would also have an influence on the awareness of children about reporting and seeking help as well as providing psycho-social support to victims;
  • Cooperation with the Parent Council and the Student Council on initiatives and concrete actions on prevention and reporting of sexual abuse occasions;
  • Denunciation of the cases found in the competent bodies;
  • Collaboration with Centers for Social Work in Management of occasions.

Municipal Directories of Education:

  • Active oversight of processes in primary and secondary schools in the Republic of Kosovo;
  • Immediate reaction and taking appropriate measures in suspected and reported cases of sexual abuse in schools;
  • Taking legal measures to prevent and punish cases of sexual abuse in Schools;
  • Denunciation of the cases found in the competent bodies;
  • Employment of professionals of relevant fields who have the ability to prevent, detect and effectively respond to cases of violence against children.

Centers for Social Work:

  • Appointment of the case manager for each case and, if necessary, the guardian who does
  • assess the case and take all necessary measures and services in accordance with the mandate to provide protection, rehabilitation and reintegration of the child victim;
  • Extending services not only to the victim but also to her family, to ensure that the family
  • is a supportive, receptive and non-discriminatory environment, which also serves for rehabilitation
  • and reintegration of the victim;
  • Co-ordinate actions for case management with other professionals in order to address all the needs of the case.

Kosovo Police:

  • Immediate reaction to suspected cases of sexual abuse against students, based on legal provisions;
  • Better co-operation with the prosecution and courts in cases of sexual abuse of students for the prevention and punishment of such cases;
  • Categorization of data by authors in cases of sexual abuse of children / students;
  • Effective prosecution of such cases in the relevant Prosecution in cases where there are elements of
  • criminal offenses;
  • Interviewing the juvenile victim only in the presence of the psychologist / social worker;
  • Develop interviewing process with juvenile victim or witness in the most friendly way.

Kosovo Prosecution:

  • Proceeding such cases, based on legal provisions;
  • Good co-operation with educational institutions, Kosovo Police and Courts in fighting and punishing sexual abuse of students cases.

Kosovo Judicial Council and Courts:

  • Effective prosecution of sexual abuse cases of students / children;
  • Categorization and possession of such data according to perpetrators;
  • Keeping data of persons who have criminal precedent in offenses against children.
